Solar detach and reinstall, roofing and solar service across Pinellas County.
Pinellas has the oldest housing stock and the most salt air in Tampa Bay, which means more roofs reaching the end of their life with solar already on them. That is the job we do more than any other here: panels off, new roof, panels back on, under one contract and one company. We also install new solar, service every brand, and replace roofs with or without panels, from Tarpon Springs to Tierra Verde.
- Solar detach and reinstall for a new roof, with the roof done by us or by your roofer
- Permits with Pinellas County and every city building department, including the beach cities
- Duke Energy interconnection filed and tracked to permission to operate
- Coastal and barrier-island work: flood-zone and 50 percent rule handled in the paperwork

Flashed attachments at the eave on a reinstall. Every reinstall gets new attachments and a 25-year no-leak guarantee.

What is different about working in Pinellas
Pinellas has more separate building departments than any county we work in. The county's own office also covers Safety Harbor, Oldsmar, Indian Rocks Beach, Belleair Beach, Belleair Shore and Kenneth City, but St. Petersburg, Clearwater, Largo, Dunedin, Pinellas Park, Seminole, Tarpon Springs and most of the beach cities run their own. On a re-roof with solar, the county's own FAQ says it in plain words: two permits, roof and solar, both required.
| Permit offices | Pinellas County Building and Development Review Services (440 Court St, Clearwater) for unincorporated Palm Harbor, East Lake, Lealman and Tierra Verde plus Safety Harbor, Oldsmar, Indian Rocks Beach, Belleair Beach, Belleair Shore and Kenneth City. St. Petersburg, Clearwater, Largo, Pinellas Park, Dunedin, Seminole, Tarpon Springs and the beach cities each have their own department and portal. |
|---|---|
| Solar permit | The county has a dedicated Solar / Photovoltaic permit type with a 14-day target for first residential review. St. Petersburg uses a Solar Permit Submittal Checklist through ePlan and requires the permit be pulled by a licensed EC or CV contractor; Clearwater issues a standard building permit with building and electrical trades. We hold EC13014750, so we qualify everywhere in the county. |
| Roof permit | Separate residential roof permit in every jurisdiction, with a re-roofing affidavit and in-progress, dry-in and final inspections. When panels come off for the roof, the detach and reinstall is its own solar permit alongside it. |
| Utility | Duke Energy Florida serves all of Pinellas. Systems of 10 kW AC and under use Duke's Tier 1 interconnection with no application fee; the net meter is set after the local inspection passes. We file and track it; you sign the agreement. |
| Coastal and flood zones | On the barrier islands and the bayfront, a roof plus solar can trigger the FEMA substantial-improvement (50 percent) rule. St. Pete Beach, Treasure Island, Madeira Beach, Belleair and the county all have packets for it. We flag this at the quote, not at the inspection. |
| Notice of Commencement | Required on most jobs and must be recorded before the first inspection. The county threshold is stated inconsistently on its own pages ($5,000 in some places, $2,500 in others); we record it on every roof and solar job to be safe. |
| Wind design | No Pinellas jurisdiction publishes a current single wind-speed figure. Our engineer sets the wind load for your roof and address per the current Florida Building Code, and the attachment detail on the plans reflects it. |
Permit and utility details are drawn from each office's published requirements and change without notice; we confirm the current process for your address when we quote.

In Florida, solar work needs an electrical or solar license and roof work needs a roofing license. Almost nobody holds both. Fused does, so when we replace a roof and reinstall the panels in Pinellas County, the roofing warranty and the 25-year no-leak guarantee on the attachments come from the same company. No roofer blaming the solar company, no solar company blaming the roofer.

Pinellas County solar and roofing, answered plainly
Do I need two permits to replace a roof with solar panels in Pinellas County?
Yes. Pinellas County treats the roof replacement and the solar detach and reinstall as separate permits with separate inspections; the county's own FAQ says both are required. Fused pulls both under its roofing license CCC1331058 and electrical license EC13014750.
My roofer in St. Petersburg won't touch my solar panels. What do I do?
That's normal; most roofers aren't licensed to disconnect a PV system. Fused does the detach and reinstall for your roofer: panels off before the roofer arrives, back on with new flashed attachments and a 25-year no-leak guarantee when they leave. We coordinate with their office directly and never quote a roof to a roofer's customer.
Who handles net metering in Pinellas County?
Duke Energy Florida serves the whole county. Residential systems of 10 kW AC and under go through Duke's Tier 1 interconnection, which has no application fee. Fused submits the interconnection application and tracks it until Duke sets the net meter and grants permission to operate.
Can you install solar on a home in St. Pete Beach or Treasure Island?
Yes. Barrier-island homes bring flood-zone review and, on larger projects, the FEMA 50 percent rule. We've worked through those packets with the beach cities and the county, and we raise it at the quote stage so there are no surprises at permitting.
Do you repair solar systems in Clearwater and Largo that another company installed?
Yes. Fused services any brand and any installer's system, including leased systems and systems whose installer is out of business. We're certified with Enphase, Tesla, SolarEdge, Generac, Fronius and SMA, and we run service calls across Pinellas every week.
