Pasco County · Newer roofs, three utilities

Solar installation, Tesla service and roofing in Pasco County.

Pasco is where Tampa Bay's newest neighborhoods are, which means newer roofs, HOA architectural boards and a lot of Tesla solar sold during the boom years. Fused installs new solar and batteries in Wesley Chapel, Land O' Lakes and Trinity, services Tesla and every other brand when the installer won't call back, and replaces roofs with or without panels. One contractor with the electrical, roofing and building licenses.

  • Permits through PascoGateway and the city offices in New Port Richey, Port Richey, Zephyrhills and Dade City
  • The right utility named up front: Duke, WREC or TECO depending on where you are
  • Tesla solar and Powerwall service, usually weeks sooner than Tesla's own schedule
  • HOA architectural packets prepared for the master-planned communities

Local knowledge

What is different about working in Pasco

Two things. First, Pasco is split among three electric utilities, and the interconnection process is different for each; a solar quote that doesn't name your utility isn't finished. Second, Pasco County files roof-mounted solar under its own record type and uses a $2,500 Notice of Commencement threshold instead of the usual $5,000, so paperwork that's fine in Hillsborough gets kicked back here.

Permit officesPasco County Building Construction Services through the PascoGateway portal for Wesley Chapel, Land O' Lakes, Trinity, Odessa, Hudson, Holiday and the rest of the unincorporated county. New Port Richey, Port Richey, Zephyrhills and Dade City (which also permits San Antonio and St. Leo) run their own departments.
Solar permitThe county's record type is "Residential Alternative Energy Source (solar), Solar Photovoltaic - Roof Mounted." Port Richey has its own Solar Permit Checklist. Dade City quotes about four to six weeks for review with no expedited option, so a Dade City timeline is longer than a Wesley Chapel one and we say so up front.
Roof permitSeparate Residential Re-Roof record. The county does its in-progress roof inspection by photo upload: a minimum of three photos showing the permit number, fasteners, dry-in, valleys and drip edge, plus a Roof Compliance Affidavit. Our crews shoot those photos as part of the job.
UtilitiesDuke Energy in southwest Pasco (New Port Richey, Port Richey, Trinity, Holiday) and around Zephyrhills. Withlacoochee River Electric (WREC) across northern and central Pasco, including much of Land O' Lakes, Wesley Chapel and Dade City. TECO along the southern edge near Hillsborough. WREC's interconnection is a single emailed packet and WREC sets the meter only after its own inspection; TECO Tier 1 can take up to 30 days after the county inspection.
Notice of CommencementCounty threshold is $2,500, lower than the state default. New Port Richey, Port Richey and Dade City use $5,000. Recorded before the first inspection either way.
Contractor registrationPasco County requires contractor registration and a computer ID for the portal; Zephyrhills and Dade City register separately. Fused is registered, which is one reason our permits don't bounce.
HOAsWesley Chapel and Land O' Lakes master-planned communities almost all have an architectural review board. Florida Statute 163.04 stops them from prohibiting solar or forcing a layout that loses more than 10 percent of production, but the application is still required. We prepare it.

Permit and utility details are drawn from each office's published requirements and change without notice; we confirm the current process for your address when we quote.

Why one license matters

When the roof leaks under the array, there's one number to call

In Florida, solar work needs an electrical or solar license and roof work needs a roofing license. Almost nobody holds both. Fused does, so when we replace a roof and reinstall the panels in Pasco County, the roofing warranty and the 25-year no-leak guarantee on the attachments come from the same company. No roofer blaming the solar company, no solar company blaming the roofer.

Questions from Pasco homeowners

Pasco County solar and roofing, answered plainly

Which utility handles net metering for my home in Pasco County?

It depends on where you are. Duke Energy serves southwest Pasco and the Zephyrhills area, Withlacoochee River Electric (WREC) serves most of northern and central Pasco including much of Wesley Chapel and Land O' Lakes, and TECO serves the southern edge near Hillsborough. Fused confirms your utility from the address before quoting, because the interconnection steps and timing differ.

Tesla gave me a date months out for solar service in Wesley Chapel. Can you do it sooner?

Usually, yes. Fused is Tesla certified and services Tesla solar and Powerwall across Pasco County, typically weeks sooner than Tesla's own schedule, including panel removal for a new roof. See our Tesla solar removal and service page for how it works.

Do I need a permit for solar panels in Pasco County?

Yes. Pasco County files roof-mounted solar under its Residential Alternative Energy Source record type in the PascoGateway portal, and the city offices in New Port Richey, Port Richey, Zephyrhills and Dade City each have their own process. Fused pulls the permit under electrical license EC13014750.

Can my HOA in Land O' Lakes stop me from installing solar?

No. Florida Statute 163.04 prohibits HOAs from banning solar and limits them to placement rules that don't reduce production by more than 10 percent. They can require an architectural application, and most Pasco communities do. Fused prepares the ARC packet with the plans.

Do you replace roofs in Pasco County, or only solar?

Both. Fused holds Florida roofing license CCC1331058 and installs GAF Timberline HDZ or Owens Corning Duration shingle systems, plus tile and metal, across Pasco County. If there's solar on the roof, we handle the detach and reinstall under the same contract.
