Hillsborough County · Home base

Solar and roofing in Hillsborough County, from the contractor headquartered in it.

Fused Solar and Roofing is based at 14034 N Florida Ave in Tampa. Hillsborough is where our trucks start every morning, where most of our 19 years of installs are, and where we know the permit offices by name. One Florida contractor with the electrical, roofing and building licenses, so a roof with panels on it is one job, one permit set and one company responsible.

  • Tampa office, Hillsborough crews, same-week service calls in most of the county
  • Electrical and roofing permits pulled in-house with Hillsborough County and the City of Tampa
  • TECO interconnection filed and tracked to permission to operate
  • GAF Certified Plus roofing, 25-year no-leak guarantee on solar attachments

Local knowledge

What is different about working in Hillsborough

Hillsborough has four separate permitting offices: unincorporated Hillsborough County, the City of Tampa, Temple Terrace and Plant City. Which one your home falls under decides the forms, the inspection scheduling and how fast plans move. We pull permits with all four every month, so we don't learn the process on your job.

Permit officesHillsborough County Development Services (HillsGovHub) for Brandon, Riverview, Valrico, FishHawk, Apollo Beach, Ruskin, Lutz, Carrollwood, Westchase and the rest of the unincorporated county; City of Tampa Construction Services (Accela); Temple Terrace Community Development; Plant City Building Division.
Solar permitRoof-mount solar is an electrical trade permit in both the county and the City of Tampa. The county requires signed-and-sealed plans from a Florida engineer covering roof load, wind load and the required roof access pathways. We carry the engineering relationship, so the stamp is part of our quote, not a surprise.
Roof permitA separate re-roof permit with its own in-progress inspection. When panels are on the roof, the solar detach and reinstall is its own permit on top of the roofing permit. Both are ours to pull because we hold both licenses.
UtilityTECO serves all of Hillsborough. Systems of 10 kW AC and under go through TECO's Tier 1 interconnection: no application fee, a visible load-break disconnect at the meter, and proof of the passed county inspection. TECO's own approval can take up to 30 days after that, then it sets the bi-directional meter. We file the application and track it; you sign the agreement.
Notice of CommencementRequired above $5,000 of project cost and recorded before the first inspection. We prepare it with the contract.
Historic districtsHyde Park, Tampa Heights and Ybor City need a Certificate of Appropriateness for exterior work. Solar isn't named specifically, so we check with the City before a historic-district roof or array is designed.
HOAsWestchase, FishHawk and most South Shore communities have an architectural review step. Florida Statute 163.04 means they can't prohibit solar or push it to a spot that cuts production more than 10 percent, but they can require the application. We prepare the ARC packet.

Permit and utility details are drawn from each office's published requirements and change without notice; we confirm the current process for your address when we quote.

Why one license matters

When the roof leaks under the array, there's one number to call

In Florida, solar work needs an electrical or solar license and roof work needs a roofing license. Almost nobody holds both. Fused does, so when we replace a roof and reinstall the panels in Hillsborough County, the roofing warranty and the 25-year no-leak guarantee on the attachments come from the same company. No roofer blaming the solar company, no solar company blaming the roofer.

Questions from Hillsborough homeowners

Hillsborough County solar and roofing, answered plainly

Do I need a permit to put solar panels on my roof in Hillsborough County?

Yes. Roof-mounted solar is an electrical trade permit with Hillsborough County, the City of Tampa, Temple Terrace or Plant City depending on where you live, and the county requires engineer-sealed plans. Fused pulls the permit under its electrical license EC13014750 and schedules the inspection.

Who is my utility for net metering in Hillsborough County?

TECO (Tampa Electric) serves all of Hillsborough County. Residential systems of 10 kW AC and under use TECO's Tier 1 interconnection, which has no application fee. Fused submits the application and tracks it until TECO sets the net meter and issues permission to operate.

Can one company replace my roof and reinstall my solar panels in Tampa?

Only a contractor holding both a roofing license and a solar or electrical license can. Fused holds roofing license CCC1331058 and electrical license EC13014750, so the roof replacement and the panel detach and reinstall are one contract and one company in Hillsborough County.

How long does a solar installation take in Hillsborough County?

Most Fused installations run 6 to 8 weeks from signed contract to permission to operate. Engineering and the county permit take the first few weeks, the installation itself is usually one to two days, then the county inspection and TECO's meter swap finish it.

Do you service solar systems in Brandon, Riverview and Apollo Beach that another company installed?

Yes. Fused is a service company first and works on any brand and any installer's system, including homes whose installer has gone out of business. We're certified with Enphase, Tesla, SolarEdge, Generac, Fronius and SMA, and we run service trucks across the whole county.
